This isnt cause by a leak or damp, it is condensaion built up in that area. possibly from kitchen or bathroom steam. improve your extraction. clean that area with a two part solution.

Unfortunatly not, the posts in the pic look like 75mm posts, for any fence 5ft and above you will need 100mm posts. The whole lot needs to go.
